The bulk of THE STAGGERING STATE includes tales of woe similar to Sir John's. Since he exposed various foibles and vices several copies were evidently circulated in manuscript form before the printed edition came out in 1754.

Sir John was dismissed from his offices during the Commonwealth. He, himself, is the final subject of the manuscript: "Sir John was a councellor to king James and king Charles I and lord of exchequer and a lord of session.... By the power and malice of his enemies, he has at last been thrust out of the said places in his old age, and likewise fined in 500 L Sterling." He was a scholar as well as a statesman.
